Consultation enables affected and knowledgeable parties to identify technical, practical and public-interest considerations before material requirements are approved.
Consultation notices
Scope and deadlines are authoritative
Each consultation notice identifies the draft or question under consideration, the purpose and scope of the consultation, the closing time, the accepted submission method and any conditions applying to evidence or disclosure.
Responses received outside the stated scope or period may be recorded but are not assured of consideration within the current development cycle. Confidentiality requests are considered in accordance with the notice and applicable information obligations.
Preparing a response
Submissions should be precise and supported

Identify the provision
Refer to the relevant clause, definition, threshold, annex or consultation question.

State the position
Explain whether the text should be retained, amended or removed and provide proposed wording where practicable.

Provide the basis
Cite evidence, implementation experience, legal context, impact or risk directly relevant to the proposal.

Declare material interests
Disclose affiliations, funding or commercial interests relevant to interpretation of the response.
Consideration of comments
Participation informs but does not determine approval
Comments are reviewed for relevance, evidence, technical merit and impact. Similar issues may be considered collectively. Acceptance or rejection is based on the standard’s approved purpose and the reasoned judgement of the responsible technical body.
Participation in consultation does not confer authorship, endorsement, committee status or a right to the preferred outcome. Final authority remains with the designated approving body.
